MonotonicGate enforces that intent vector magnitude must increase at every reasoning stage. A decreasing magnitude means the trajectory is diverging -- not converging toward a constitutional conclusion. Killed branches never reach the forecast output. Kill records are HMAC-SHA256 signed.
